Working Together For Social Accountability

Good Governance Agenda
To promote good governance in Cambodia, the World Bank is increasing its support for demand side approaches to governance by involving the broader constituencies for reform, e.g., citizens, youth, media, parliament, private sector, NGOs, CSOs, business and professional associations, academic institutions, donors, audit authorities and other relevant stakeholders. While the demand side program will need to be long-term, it is being initiated through a cluster of demand side activities among which PECSA has a prominent role in building civil society capacity in social accountability. PECSA is a trust fund grant mobilized from the Low Income Countries Under Stress (LICUS). It is the precursor of a larger Demand for Good Governance (DFGG) Project, which aims to enhance demand for good governance in priority reform areas by strengthening both state and non-state institutions, supporting partnerships and sharing lessons.

The World Bank defines "good governance" as the government's ability to: 1) ensure political transparency and voice for all citizens, 2) provide efficient and effective public services, 3) promote the health and well-being of its citizens, and 4) create a favorable climate for stable economic growth.

In addition to building the institutional capacity of the State, DFGG project will also focuses on supporting governance related initiatives by non-state actors, following the logic of ‘bottom up’ dynamism. Demand side approaches or social accountability mechanisms consider citizens as the ultimate stakeholders for better governance. With this focus, PECSA is building and strengthening the capacity of civil society, local communities and the private sector to hold authorities accountable for better development results.

Social Accountability
Social Accountability refers to the broad range of actions and mechanisms (beyond voting) that citizens and their organizations can use to hold societal power-holders (such as the state) to account, as well as actions on the part of government, civil society, media and other societal actors that promote or facilitate these efforts. The desire of the World Bank to support Social Accountability practices led to the creation of a specific program to enhance the capacity of civil society organizations so that they can actively participate in holding the state more accountable towards its citizens.

The purpose of this PECSA Website
The creation of this website follows two main objectives:

  • Provide information about PECSA activities including: 1)Capacity Building Programs (Social Accountability Schools, Mentoring, Coaching and Exchange Visit); 2) Grantmaking; 3) Networking Activities and Provincial Resource Centers; and 4) Monitoring and Evaluation of PECSA. 
  • Create a reliable online source of materials on social accountability and good governance for the civil society organizations, interested institutions, students and general public. 

 This website is therefore therefore primarily designed for helping the civil society organizations to be able to enhance their knowledge about global good governance and social accountability issues, practices, and tools that are being used to tackle governance issues around the world.
